sender rejected. IB504

Hi 

 

We are an Email service provider based out of turkey. We have few partners who are sending legitimate email marketing campaigns on bigpond.com but we are getting sender rejected. I IB504. i read a thread where it was mentioned it happened because of the rate limit. But i believe the error for rate limit is  IB504 - Maximum messages per IP, per hour, breached error.
Also confirm if we need to whitelist the ip address to allow the delivery of the emails
